Система, применяемая в строительстве, в управлении крупными научно-техническими разработками и другими комплексами работ; основана на использовании ЭВМ и сетевых графиков. С помощью сетевого графика компьютер может произвести анализ состояния процесса в каждый заданный момент времени, определить последовательности работ, которые могут задержать выполнение плана к намеченному сроку (критический путь), и, таким образом, “посоветовать” руководству оперативно принять необходимые меры. Такова система СПУ, ориентированная на критерий времени. Существуют и такие системы, которые ориентированы не на критерий времени, а например, на сокращение стоимости работ. Расчеты по сети, приведенной в статье Сетевой график (например, нахождение критического пути), можно легко проделать вручную. Реальные же сетевые графики содержат сотни и даже тысячи работ и событий. Их анализ возможен только с помощью ЭВМ. В этих условиях сам график теряет преимущество наглядности, и применяется так называемое цифровое представление сети). Важно, что методы и программы расчетов по сетевым графикам в своей основе стандартны и это позволяет вести расчеты на самых различных объектах. Сетевая модель комплекса способна отобразить с любой степенью детализации состав и взаимосвязи работ во времени. В одних моделях все данные являются детерминированными, в других учитывается неопределенность тех или иных параметров. Соответственно различают системы СПУ с детерминированными и вероятностными моделями. В зависимости от числа технологически не связанных комплексов работ, отражаемых в модели, различают односетевые и многосетевые модели и соответственно однотемные и многотемные системы СПУ. В зависимости от характера и числа целей системы делят на одноцелевые и многоцелевые. Среди различных методов СПУ за рубежом наиболее распространены “метод критического пути” для более простых комплексов работ и ПЕРТ (метод оценки и пересмотра программ) для более сложных, а также ряд других модификаций, различающихся лишь незначительными деталями. Сетевое планирование и управление применяется в форме разового использования сетевых методов и моделей и в форме постоянно действующих систем СПУ как составной части автоматизированных систем управления разного уровня. В этом случае методы СПУ сочетаются с применением других экономико-математических методов, в том числе и таких, которые также используют сетевые модели (например, моделей теории массового обслуживания).
